GENERAL RULES: MARION CENTER SPEEDWAY INC555 Potts Road Marion Center PA 15759 * (724) 397-2620 Marion Center Speedway is on private property. Spectator and/or participant are welcome to attend activities at the Speedway for entertainment purposes, but the Speedway reserves the right to remove person or persons causing disturbances or interference with the entertainment program on said property.*** The rules and/or regulations set forth herein are designed to provide for the orderly conduct of racing events and to establish minimum acceptable requirements for events. The rules shall govern the conduct of all events, and by participating in these events, all participants are deemed to have complied with these rules. No expressed or implied warranty to safety shall result for publication or compliance with these rules and/or regulations. They are intended as a guide for the conduct of the sport and are in no way a guaranteed against injury to the participant, spectator, or official. The race director shall be empowered to permit deviation from any of the specifications herein or impose any further restrictions that in his opinion do not alter the minimum acceptable requirements. No expressed or implied warranty of safety shall result from such alteration of specification. Any interpretation or deviation of these rules is left to the discrepancies of the officials. Their decisions are final. 1. No dogs will be permitted into the pits unless they are service animals. 2. Car, driver and pit crewmembers must be presentable to the public at all times. All drivers must wear their helmets any time they are in the car and on the track. 3. SAFETY: Seat belts must be bolted to frame and pass inspector’s approval. Shoulder harness is required. Only seat belts with quick release mechanism allowed. A bucket seat with padded headrest higher than driver’s head is recommended and should be secured to frame and roll cage high and low. FULL FIRESUITS ARE REQUIRED. YOU MUST WEAR ONE. Only racing type helmet with a full-face shield should be worn. A full metal firewall must be installed between driver and engine and between fuel tank and driver. Fuel tank must be securely fastened and must be welded and sealed at top, bottom, and sides. No 5-gallon containers or converted grease or oil containers may be used as tanks. Fuel lines should run under floor if not must be covered and sealed at both ends by rubber hose only. Fuel cells are highly recommended. Should have a fire extinguisher within driver’s reach. 4. No roughness or unsportsmanlike conduct will be tolerated on or around the track. The offending person(s) will be disqualified, sent off the track and sent home. This also applies to pit crewmembers and all others associated with that car. 5. Any profanity, whether verbal or gestured, will not be tolerated on or around the track. The offending person(s) will be disqualified, sent of the track and sent home. This also applies to pit crewmembers and all others associated with that car. 6. No intoxicating beverages or drugs will be permitted. The offending person(s) will be suspended, sent of the track and sent home. This also applies to pit crewmembers and all others associated with that car. 7. Only the driver of a race car that has taken the green flag in the race that there is a question and/or complaint about may register that complaint with a track official in a calm and respectful manner, after the conclusion of the race. If the complaint needs to be brought to the scorers, or another track official that is still involved with the execution of the program of that night’s racing, the complaint will have to wait until such a time that the necessary people are available without disrupting the ongoing racing program. This may mean waiting until all races have been finalized for the night. No one else except the driver may register a complaint to the officials. If they do, they will be asked to leave the premises. The track officials may use whatever means necessary to remove problem people from the premises. Any driver not showing proper respect to the track officials, owner or other support staff can and will be asked to leave the premises. Further, continual disrespect may be grounds for the car associated with that person, and/or its driver to forfeit all points and be banned from racing at the facility until all fines are paid and the owner is satisfied that the guilty party will act respectfully to all officials. 8. Any person or persons causing a disturbance at the track, such as fighting, blocking the track, striking, dissension in pits or grounds, etc., over purse or entertainment program will be subject to: 1 or 2 week suspension or $300.00 fine, or both. They will also be responsible for all physical or property damage from such disturbances to him and others. Track officials will govern all incidents on case by case basis. Person or persons fined $300.00 will be barred from the track until said fine is paid. All fine payments will be added to the point fund. 9. The top 10 positions will be posted on the blackboard in the pits immediately following the features. You have 10 minutes to check your position. If no protest over position is made, pay-off will be made as posted. If there is protest, tell pit steward you have any questions over posted position, and the pay-off will be held for your division until all races are completed and scorers are free to discuss the problem. 10. All driver protests must be made to the pit steward only. NO ONE will be permitted to enter the announcer’s booth during the race event. Entry will be permitted after ALL races are complete. 11. No money will be paid and no points will be given if rules are violated. Any driver or car suspended for any reason loses all money coming to them for that night’s race. Cars will be disqualified if any infraction is found on the car during or after the race. Any car found to be illegal would not receive any money or points for that night. 12. No smoking during any warm up period, event, or competition. 13. No repairs done on the track that will delay the race program. The speedway staff or emergency personnel will make minor adjustments to the car such as pulling sheet metal from tires, etc. or will send the car to the pits. The driver does not get out of the car. If the driver does get out of car, the car will be disqualified. 14. There will be no welding done on the track. All welding work must be done in the pit area. 15. No more than one (1) person in the car while it is on the track. 16. NO ONE will be permitted on the track until the race is over and then ONLY in the winner’s circle. 17. The only cars in the infield will be pace car, tow trucks and emergency equipment. 18. The track officials have the authority to inspect any portion of a car subject to specification set-up. 19. The track officials have the power and authority to disqualify or suspend the car owner, driver or any person connected therewith, for violation of rules and any other infraction falling under their jurisdiction. 20. Any and all decisions of the technical committee as to a car being legal or illegal are final. 21. Drivers must be 18 years of age. EXCEPTION: Drivers 18 years of age must have parents or guardian’s written and notarized consent and a valid driver’s license if possible. Under aged drivers must report to a pit registration official and fill-out the necessary insurance release. The driver will receive an under age sticker to be displayed in the car. This will let the speedway staff or emergency personnel know you are under age. 22. A track release must be signed by everyone that enters the pit area. This is compulsory for insurance purposes and your safety. A minor track release must be signed by all minors under the age of 16. They must be accompanied by a parent or guardian. 23. Should a meeting of car owners, drivers and pit crewmembers be called prior to an event, all entries will present themselves without delay. 24. Rain checks will not be given if four (4) events have been completed. Double features will be run on the next regular program. 25. The total purse will be set by the promoter and be posted. 26. You must make three “racing laps, up to speed” in the feature to be considered that you started the race to be eligible for points and “show money”. 27. Cars must be able to pass safety check at all times. Cars will be inspected. Any car refusing inspection will not run. 28. Any car told to leave the track by track officials must do so or be subject to suspension. 29. All cars must have acceptable tow hooks; one on the front and one on the rear outside the body capable of sustaining the weight of the car when lifted or you will be fined $25.00. 30. A lap will count when the leader plus one (1) crosses the finish line as determined by the scorer, all cars that cross the finish line before a caution flag is thrown will be lined up in the order they crossed the finish line. All cars that cross the finish line after the caution is displayed will be lined up in the order in which they crossed the finish line in the previous lap under green. Cars involved with, or causing the caution will be penalized by being lined up at the rear of the pack for the restart and cars entering the pits and returning to the racetrack will go behind those involved in the caution. 31. Any car causing a restart (2 times for feature, 2 times for heat race) in which he is participating will be sent to the pits. On line-ups for a restart, a driver will be told twice (2 laps) where he is to go, if after two attempts (laps) the driver does not go into place, he will go to the rear of the field. 32. Any car bringing 2 cautions in a heat race or 2 cautions in a feature will be disqualified. 33. If race is stopped during first lap, cars will return to their original starting position and the cars involved in bringing out the caution or red flag will tail the field. 34. Cars will keep running at a slow pace on restart with all drivers holding their position. 35. Restarts will be double file until the flagman determines to go single file. All restarts will be double file except restarts with 1 or 2 laps remaining the heats and consolations will be single file. Leader will get choice of lanes, with 2nd taking the opposite lane. The leading car on the 2nd row will go to the inside of the 2nd row; the next car will go to the outside of the 2nd row, etc. in all types of restarts. Lapped cars will go to the rear with cars involved in the caution ahead of the lapped cars and cars returning from the pits on each restart. Track has the right to declare single file restarts at any time during the race if there are excessive cautions and unfavorable track conditions. On restarts, lapped cars will go to the rear with cars involved in the caution ahead of the lapped cars. 36. On initial starts and restarts: If you are caught jumping the start, you will be penalized as follows: 1st offense: you will be docked 2 places, 2nd offense: you will be put to the rear of the field, 3rd offense: you will be disqualified for the night. You will be penalized at the next caution or at the end of the race. 37. Cars may go into pits during restarts BUT will go to the rear of the field on restart. Any cars failing to go to the rear will be penalized one (1) lap. 38. If officials determine that a car has caused another car to spin out that car goes to the rear. This is to prevent rough driving and blocking. Cars that “plow through” an incident will go to the rear. 39. If a quick caution is thrown for a car that spins and the car is moving before the caution comes out, that car will be lined up in the position in which it recovers. 40. Any driver that pulls into the infield of the racetrack, and the caution does not come out, and then pulls onto the racetrack to draw the caution will be disqualified from the race and sent to the pits. 41. Any car that pushes a tire from the infield onto the racetrack drawing a caution will be put to the rear of the field. 42. Any car with flat tire or lost wheel must pull off track immediately or be disqualified for the rest of the event. We will not allow any track damages. 43. Cars causing either the yellow or red flag to be displayed will go to the rear of the line-up. 44. Any driver drawing intentional yellow or red flag will be disqualified from the event 45. When the starter gives a car the black flag, that car must pull into the pits or infield. Any car refusing to do so will be subject to suspension. This means go to the pits or infield whether in first or last position. There will be no excuses for not doing so. 46. When a race is just about completed and there is a wreck or spinout, the track officials may keep the race running if they decide no one is in danger. 47. After the feature, all cars must take one cool down lap. After completing the cool down lap, the winner will be the first car to cross the scales. All cars must cross the scales unless unable to do so such as be towed off the track. 48. Driver MUST exercise caution when pulling into and out of PIT AREA. 49. Pit stops in the pit area must be done orderly and in a safe fashion. Any cars making a pit stop must make any repairs and checks in their pit stall. No stopping just inside the pit gate or on the roadway through the pits. Any car returning to the race can only return on yellow NOT green. 50. All cars must stop at a designated area determined ahead of time by the track officials upon entering and exiting the pits from the racetrack while a race is in progress. When leaving the racetrack to the pits, all cars must stop in an area near the back (pit side) of the water tank. If and when the area is clear for the car to proceed to the pit area for that car, it may proceed with caution, at a safe speed to the pit. At the conclusion of a race, when all cars will be leaving the track at the same time, the cars do not need to stop – but must proceed through the pits in a safe manner at a slow speed. When a car is returning to the racetrack after a pit stop, a track official will be at the pit gate/track entrance, and the car must stop for this official. The track official will determine when the track is safe for the car to precede onto the track. Cars may re-enter a feature race only under a caution. NO re-entry under green! If it is determined that the car was speeding through the pits, it may be held for a period of time as a penalty for speeding through the pits. If the car ignores the track officials and does not stop upon re-entering the racetrack or exiting the track for a pit stop, the flag-person will be notified and the car will be disqualified from the race. 51. Anyone with a car that caused delay in the running of any event by refusing to obey track officials makes that car and those with subject to suspension. 52. When there is an emergency NO ONE will be permitted on the track except officials, emergency equipment and personnel. 53. If one-half or more of a feature is run before the race is called off due to weather conditions, it will be considered a full race. If the race does not reach the halfway point, it is a non-race, it didn’t happen. Pictures after the features may be moved to a safe area in the pits, or not taken at all to help keep the program moving as quickly as possible. If an accident or the ambulance leaves the track, the track officials may call the race. 54. Feature event will be limited to 25 cars. 55. Numbers can be a maximum of 3 digits and one letter. No duplicate numbers allowed. No fractions allowed. Number must be at least 18-inches high and 2-inches wide. Cars should have a 4 x 4-inch number on the windshield screen. All numbers must be painted on both sides of the car and on the roof. All numbers must be visible and legible – contrasting to color of car. This means don’t put a white number on a silver car. 56. Points will be kept on CAR NUMBER ONLY. 57. When a car’s number is registered in the pits, that car can run only that number that night. 58. Car and driver must be registered each night they run. 59. If bringing 2 cars (one is the backup) with the same number and planning to use the backup, both cars must be registered. There will be a $20.00 entry fee for that car on a regular night. On a special night, it will be the entry fee if specified or the $20.00. 60. Anyone being injured at the track will report the injury to first aid man and track officials before leaving track. All injuries will be made a record of to the insurance company within 24 hours. 61. Pit steward is in complete charge of pits. Flagman and safetymen are in complete charge of track. EXCEPTIONS: The safety inspector is empowered to permit minor deviation from any of the specifications herein set forth when in his opinion the safety factor is not lowered. 62. By signing pit releases, you grant Marion Center Speedway permission to use your name and/or picture in any manner for advertising, videotapes, press releases or other public relations without further compensation. 63. All rules will be in effect the first day of racing, and the first time you race at the track. Anything not covered under these rules will be at the discretion of the officials, with no recourse from the driver and/or the owner. ALL RULINGS WILL BE FINAL. 64. If you have any questions about your car qualifying for these rules, any driver or pit crewmember has till 7:00pm to ask the tech inspector to check their car. DISQUALIFICATIONS: 1. Any mechanical defects endangering other drivers such as leaking gas tanks, obstructed windshields, dragging bumpers, open doors or hoods, bent axles or tie rods, bent wheels, or any other defect will be cause for disqualification by the technical committee and/or starter. 2. Unnecessary rough or reckless driving on part of any competitor. 3. Driving under the influence of alcohol or drugs. 4. Failure to observe flags or flagman or any other track officials will result in disqualification. 5. No parking of cars on track or running cars in opposite direction during race. 6. Any car to be found illegal will not receive any money or points for race meet. 7. Any one deliberately blocking track is automatically barred from the track for one (1) year.

STEEL-BLOCK LIMITED-LATE MODELS 2008 RULES1. CAR AND BODY: Body to be made by WoO Latemodel’s rules. Aluminum or rubber nose pieces acceptable. Spoilers permitted with a maxim height of 6-inches. Deck lid height maximum of 38-inches. Rear deck height must not exceed the maximum limit at any point across the deck and/or spoiler. No mirrors. Rub rails must be tight against the sheet metal body with rounded ends. All cars must have acceptable tow hooks; one on the front and one on the rear outside the body capable of sustaining the weight of the car when lifted or you will be fined $25.00. 2. WEIGHT: Minimum 2400 lb. with driver after race. NO ADDED WEIGHT ABOVE DRIVERS SHOLDERS -- (SAFETY FACTOR). STREET-STOCK 2008 RULES1. CAR AND BODY: No trucks. Must have stock body parts, panels or stock appearing body parts and bumpers. NO SPOILERS. Hood must be kept in place at all times. Body sheet metal must be kept in place at all times. No mirrors. Floorboard in driver’s side compartment. Firewall, front and rear, must have all holes patched. ALL GLASS – headlights, taillights, etc. must be removed. Door welded. All cars must have acceptable tow hooks; one on the front and one on the rear outside the body capable of sustaining the weight of the car when lifted or you will be fined $25.00. Full front and rear bumper covers, front must be stock appearing, rear can be hand made – metal bumpers outside of body must be stock. No pipe bumpers. Front and rear bumpers must be tied at both ends to frame by a chain or cable to prevent losing. This is highly recommended. 2. WINDSHIELD: Screen may be used in windshield area but drivers must wear a full-face shield helmet. 3. FRAME: Minimum stock wheelbase allowed – 106-inches. If car was manufactured without full frame, front and rear frame sections must be tied together with a 2 x 4-inch frame box. Square tubing is permitted in rear of frame for fuel cell mounting. Wheel base must match right and left side. NO EXCEPTIONS. 4. WEIGHT: Minimum 3000 lb. with driver after race. NO ADDED WEIGHT ABOVE DRIVERS SHOLDERS – (SAFETY FACTOR). WEIGHT MUST BE BEHIND FRONT AXLE AND NO FURTHER BACK THAN FUEL CELL AND SECURELY FASTENED TO FRAME. 5. GAS TANKS: Gas tanks may be moved into trunk area of car but must be securely fastened. Suitable firewall between gas tank and driver is required. 6. ROLL CAGE: Should be of 2-inch black pipe or 1-1/2 seamless tubing or larger. Roll cage of a 4-post design with “X” bracing behind seat with 3 bars on both side doors fastened to frame and gusted. No square tubing. 7. MUFFLERS: Optional but highly recommended with exhaust pipes bump to outside behind driver on either side of car with no turn down. No cut outs. Steel headers. 8. SUSPENSION: No modifying of the suspension is allowed. Steel shocks only. No adjustable shocks. Shocks must be on original mounts. No double stocking. TRANSMISSION AND REAR END: Automatic, 3-speed, or 4-speed accepted. NO QUICK CHANGE allowed. NO BERTS, NO BRIMS, NO FALCON. Rear end floaters allowed. 10. TIRES: Late Model tires no larger then 14-inches from sidewall to sidewall. 11. WHEELS: Steel wheels reinforced with plating, washer, or double nuts to prevent their loss during the race. Bead locks allowed on all four corners. No screws in rims! 12. ENGINE: Must be stock appearing. Headers permitted. NO ALCOHOL ALLOWED – GAS ONLY. One carburetor any type. Heads & Block must be cast iron. Intake manifolds – any single 4 barrel dual plane stock or aluminum. No Dry Sumps! Engine in stock location or #1 spark plug in line with center of ball joint. NO EXCEPTIONS. 13. BATTERIES: Batteries must be in trunk area properly contained to avoid acid leakage. In the event of damage, no further back than fuel cell and securely fastened to the frame. 14. DRIVER SHAFT: Cars must have safety strap in front of driver shaft. Drive shaft to be of steel only! 15. RADIATOR: A brace to protect radiator may be installed no larger than 1-1/2-inch OD tubing or rectangular tubing. CANNOT be wider than frame. 16. SAFETY: Seat belts must be bolted to frame and pass inspector’s approval. Shoulder harness is required. Only seat belts with quick release mechanism allowed. A bucket seat with padded headrest higher than driver’s head is recommended and should be secured to frame and roll cage high and low. FULL FIRESUITS ARE REQUIRED. YOU MUST WEAR ONE. Only racing type helmet with a full-face shield should be worn. A full metal firewall must be installed between driver and engine and between fuel tank and driver. Fuel tank must be securely fastened and must be welded and sealed at top, bottom, and sides. No 5-gallon containers or converted grease or oil containers may be used as tanks. Fuel lines should run under floor if not must be covered and sealed at both ends by rubber hose only. Fuel cells are highly recommended. Should have a fire extinguisher within driver’s reach. 17. NUMBERS: Numbers can be a maximum of 3 digits and one letter. No duplicate numbers allowed. No fractions allowed. Must be at least 18-inches high and 2-inches wide. Cars should have a 4 x 4-inch number on the windshield screen. All numbers must be painted on both sides of the car and on the roof. All numbers must be visible and legible – contrasting to color of car. This means don’t put a white number on a silver car. When a car is registered in the pits, that car can only run that number for that night. 18. MISCELLANEOUS: If you have any questions about your car qualifying for these rules, any driver or pit crewmember has till 7:00pm to ask the tech inspector to check their car. 19. STRICTLY-STOCK 2008 RULES1. CAR AND BODY: No trucks. Must have stock body parts, panels, and bumpers. NO SPOILERS. Hood must be kept in place at all times. Body sheet metal must be kept in place at all times. No mirrors. Firewall in stock location. Floor board in stock location. Can be made out of 24-gauge sheet metal. Firewalls, front and rear, must have all holes patched. ALL GLASS – headlights, taillights, etc. must be removed. All chrome stripping must be removed. Door welded. All cars must have acceptable tow hooks; one on the front and one on the rear outside the body capable of sustaining the weight of the car when lifted or you will be fined $25.00. Bumper covers front and rear, metal bumpers outside body must be stock. No pipe bumpers and no sharp edges. Body must be neat appearing, no loose parts and no sharp parts. Front and rear bumpers must be tied at both ends to frame by a chain or cable to prevent losing. This is highly recommended 2. WINDSHIELD: Screen may be used in windshield area but drivers must wear a full-face shield helmet. 3. FRAME: Must be factory. If car was manufactured without full frame, front and rear frame sections must be tied together with a 2 x 4-inch frame box. Square tubing is permitted in rear of frame for fuel cell mounting. 4. WEIGHT: Minimum 3300 lb. with driver after race. NO ADDED WEIGHT ABOVE DRIVERS SHOULDERS -- (SAFETY FACTOR). WEIGHT MUST BE BEHIND FRONT AXLE AND NO FURTHER BACK THAN FUEL CELL AND SECURELY FASTENED TO FRAME. 5. GAS TANKS: Gas tanks may be moved into trunk area of car but must be securely fastened. Suitable firewall between gas tank and driver is required. 6. ROLL CAGE: Should be of 2-inch black pipe or 1-1/2 seamless tubing or larger. Roll cage of a 4-post design with “X” bracing behind seat with 3 bars on both side doors fastened to frame and gusted. No square tubing. Highly recommended padded roll bars/cage. NO BOXING-IN! 7. MUFFLERS: Optional but highly recommended with exhaust pipe of no more than 2-1/2-inch OD, bump to outside behind driver on either side of car with no turn down. No cut outs. Steel heads. 8. SUSPENSION: No modifying of the suspension is allowed. Shocks must be on original mounts. No double stocking. No screw type weight jacks. Shocks – steel only, no adjustable shocks. FRONT-WHEEL DRIVE 4-CYCLINDER 2008 RULES1. DRIVER MUST BE 18 OR OLDER! 2. CAR & BODY: Front wheel drive 4-cylinder cars only. Interior must be stripped of rear seat and anything else that is burnable or may come dislodged. Dash may stay in. NO MIRRORS. All glass, lights, chrome, plastic, etc. must be removed. All doors must be bolted chained or welded shut. Bumpers must have smooth ends – no sharp corners. Trunk lids and/or hatches must be on car. All cars must have acceptable tow hooks; one on the front and one on the rear outside the body capable of sustaining the weight of the car when lifted or you will be fined $25.00. No boxing in and floorboards and firewall must be stock location. Door panels may be stripped inside and no other body parts can be stripped. No pipe bumpers. 3. WINDSHIELDS: Screen must cover windshield area. Driver’s side window must be a removable window net. 4. GAS TANKS: Tanks can be either in stock location or in trunk rear seat area. Suitable firewall between gas tank and driver is required. 5. ROLL CAGE: This is to be a four-point roll cages. Cage must be welded to plate, plate welded or bolted to floor. If bolted ½-inch with washers and plate on bottom. SEE PICTURE. ROLL CAGE MUST MEET SPECS OR YOU DO NOT RACE.
